Insight LPR and URSAFE Partner to Deliver Accountable ALPR: License Plate Recognition Built to Solve Crimes, Not to Watch Communities

Built for transparency: agency-owned data, closed access, a case number required for every search, and an audit every day.

PALO ALTO, Calif. and FORT WORTH, Texas — [October, 9th], 2026 — Insight LPR, a provider of license plate recognition technology, and URSAFE Drone, Inc., the Palo Alto company behind a complete, technology-agnostic and affordable public safety ecosystem, today announced a partnership to deliver Accountable ALPR, powered by Insight LPR. The partnership combines Insight LPR’s proven vehicle intelligence with URSAFE’s incident-driven, privacy-first platform, giving agencies a license plate recognition solution designed from the ground up for transparency and genuine crime-solving.

License plate recognition can be a powerful investigative tool. It can help locate a stolen vehicle, find a missing person, or identify a suspect vehicle in a violent crime. But many communities have grown wary of how the technology is often deployed. Plate reads flow into vendor-controlled networks, searches can reach well beyond the agency that collected them, and residents are left wondering who is watching and why. Accountable ALPR starts from a different premise: surveillance is not the goal. Solving crimes is.

“This technology should help officers close real cases. It should never become a way to track ordinary people going about their day,” said Dr. Anthony Oyogoa, Founder and CEO of URSAFE. “Every design choice we made serves that principle. The agency owns its data. Access is closed to outside agencies. No one can search without a case. Every search is reviewed. Insight LPR gives us proven, CJIS-compliant plate recognition, and our platform wraps it in the accountability communities are asking for. When a chief stands in front of the city council, they should be able to explain exactly how this tool is used and prove it.”

Proven vehicle intelligence from Insight LPR

Insight LPR’s technology provides agencies with real-time license plate alerts, NCIC and custom hotlist alerting, advanced search tools, and custom role-based permissions. Its CJIS-compliant back-office platform is designed to integrate with existing technology environments and supports client-driven data retention and sharing, giving agencies flexibility in how they deploy and manage their LPR systems.

“Agencies shouldn’t have to choose between powerful vehicle intelligence and control over how that technology fits into their broader public safety ecosystem,” said Stephen Nethery, Chief Revenue Officer, Insight LPR. “Our partnership with URSAFE brings together Insight LPR’s proven license plate recognition technology with an incident-driven approach to public safety, giving agencies another way to access actionable vehicle intelligence while maintaining flexibility, interoperability, and control over their data. We’re excited to work with URSAFE to give agencies more options for building a public safety solution that fits their needs.”

Built for transparency, by design

  • Agency-owned data. Plate reads stay under the agency’s control, within its own jurisdiction. There is no vendor-owned data lake. The agency sets retention periods, and records are deleted on schedule.
  • Closed access. The system is closed by default. Outside agencies cannot search an agency’s data, and searches cannot leak beyond the jurisdiction. Any sharing, such as with a neighboring department on a specific investigation, happens only when the agency approves it, and that sharing is logged too.
  • No case number, no search. The system will not run a query without a valid case or incident number and a stated reason. This keeps the tool tied to active investigations and makes it technically impossible to browse, fish through data, or look up a plate for personal reasons. It protects the public, and it protects the integrity of the officers who use the tool properly.
  • Audited every day. Every search is recorded in a tamper-evident log showing who searched, what they searched for, when, and under which case. An automated daily audit report goes to the oversight authority the agency designates, such as command staff, the city manager, or a civilian review board. Accountability becomes routine, not reactive.

Protection without surveillance

Accountable ALPR follows the same principle as the rest of the URSAFE ecosystem: tools respond when a real event occurs, such as a verified 911/CAD call or a resident’s alert from the URSAFE Safety App, and then stand down. The same principle applies to vehicle data. The capability is there when a real case needs solving, and every use of it is visible, logged, and reviewable.

More than drones: a complete public safety ecosystem

URSAFE is not just a drone company. Accountable ALPR is one part of URSAFE’s complete, agnostic and affordable public safety ecosystem, built for communities around the world. The ecosystem brings together:

  • Safety App
  • Body-Worn Camera
  • LPR Camera (Accountable ALPR, powered by Insight LPR)
  • CAD–DFR 911
  • Airspace Awareness
  • Drone Solution
  • Cloud Evidence System
  • Counter-Drone & Takeover

Every component is hardware-agnostic, so agencies can keep the tools they already own and add partners like Insight LPR as their needs grow. Instead of locking agencies into a single vendor’s closed and costly system, URSAFE offers one affordable platform where the tools are interchangeable, the rules are clear, and the data stays under the agency’s control. That combination makes URSAFE a disruptor in the public safety technology market.

The partnership reflects both companies’ commitment to giving public safety agencies technology that is flexible, secure, and designed to work within existing environments rather than requiring them to adopt a closed technology ecosystem.
